Miller Proposal Threatens Visas, Citizenship for Legal Immigrants to the U.S.

Immigration Applications

A proposal crafted by White House senior advisor Stephen Miller and under review by the Trump administration could create barriers for legal immigrants to the United States. The proposal authorizes immigration officials to deny immigration applications for green cards or citizenship from individuals or families that have received benefits from any of the following government programs:

  • Subsidies for the Affordable Care Act
  • The IRS Earned Income Tax Credit
  • Medicaid
  • The Children’s Health Insurance Program
  • Food stamps

These restrictions would apply to immigrants who came to this country legally and who received benefits legally. Nothing in Miller’s proposal would prevent legal immigrants from accessing the benefits provided by these programs. It would instead punish them for doing so.

Attempting to Frame the Debate

Many immigration advocates view Miller’s proposal as a cynical attempt to paint a picture of legal immigrants as drains on society, welfare recipients and potential criminals. By punishing immigrants who legally use these programs by denying them citizenship or green card status, Miller and the Trump administration would continue their current tactics of demonizing families and individuals who came to this country legally in search of a better life.
